Abstract

The construction, rehabilitation, and improvement of both urban and rural pavements create inconvenient and costly problems not only for state highway staff, but also for highway users and abutting commercial premises. In addition to the frequently large agency costs incurred in the construction and maintenance stages, and to the commercial losses associated with construction activities, there are substantial cost burdens borne by highway users. Undesirable effects incurred during pavement construction, such as congestion, safety problems, limited property access, and high vehicle fuel consumption, can be significantly reduced if the duration of the work is reduced proportionally. Negative impacts may also be constrained if mitigating strategies techniques can be employed to get the pavement back into early service. Therefore, the benefits to road users traveling through expedited pavement projects, particularly where there are heavy peak load volumes, deserve to be quantified in terms of fuel and time impacts so that total net economic benefits from expediting can be determined. This research study determines first the economic impacts on motorists in terms of fuel costs and time delays during pavement construction, paying particular attention to the benefits obtained when mitigating strategies are used. Additionally, it evaluates the energy consumed in the construction process and suggests ways to minimize it. Finally, this research studies the economic impact on commercial businesses during the construction period. The end products of this research include, a computer program to quantify users' delay at intersections that are under rehabilitation, and a prototype expert system on mitigating strategies for the construction of highway projects.
