Abstract

The formulation of a consistently effective project delivery method remains as elusive for the New York State public sector owner today as it did 100 years ago. An appropriate delivery alignment process, if defined and adopted by the public sector owner can result in (or lead to) significant improvements to construction project outcomes. Identifying that process starts with two simple questions. First, how should the project delivery team function within the defined procurement system if there is no option for failure? And second, would the procurement system look anything like current practices being used to deliver the typical public works project in New York State? Utilizing a mixed methods research design, this study investigated the theoretical underpinnings and interdependent relationships of high-performance project delivery teams. Starting with a single case study evaluation of a mission critical, cannot fail project, six stakeholder alignment proposition elements are identified as absolute process requirements for project team alignment and the optimization of the project delivery method. The examination served as an applied research platform that fostered an understanding of stakeholder alignment strategies and behavioral constructs that are linked to highly successful project outcomes. The development of an assessment technique to appreciate the depth of the delivery team’s potential to function as a high-performance project team is presented along with practical recommendations for improving team alignment. The resulting model is termed Rapid Alignment Initiated Delivery ® (RAID), where the point of departure for its implementation is to treat each complex building program as if there is “no option for failure.” The study describes the conditions that either facilitate or disturb the value creation process and explains why a Best Value Alignment Process unlocks the potential for a best value outcome for the New York State public sector owner.
