Abstract
In recent years, the increase in major crises has highlighted the urgent need to initiate and swiftly complete emergency construction projects to mitigate their impact. However, the challenge of rapidly delivering these projects with limited resources remains underexplored. This research examines how construction projects can effectively respond to crises by applying bricolage theory in conjunction with rough planning. Using the Huoshenshan Hospital construction during the COVID-19 pandemic as a case study, this study introduces a cohesive theoretical model specifically designed for the rapid delivery of emergency construction projects. The model demonstrates how construction projects can achieve quick completion during crises by integrating two methods - rough planning and bricolage - which interact during three key stages of a project: initiation, daily routines, and significant changes. By developing this theoretical model and exploring the interactions between rough planning and bricolage to enhance resource efficiency, this study enriches the research on the rapid delivery of emergency construction projects and contributes to the crisis management literature.
