Abstract

The procurement system defines the overall framework for executing the project, including the responsibilities and authorities of the participants in the construction process. An appropriate procurement system for the project is the key factor that contributes to the project's success and overall client satisfaction. The selection of such a system is one of the most important decisions the owner has to make in the early phase of the project, and is critical to the project participants. The problem lay in the fact that there were no systematic and practical approaches in selecting an appropriate procurement system. A project procurement system selection model (PPSSM) was developed in this study to help public clients select an appropriate procurement system more efficiently and logically to reflect the past performances of their projects. The model consisted of four phases: identification, matrix evaluation, suitability judgment, and implementation and feedback. To draw and determine the selection criteria and the utility scores of procurement systems more objectively, this study analyzed the performance of past construction projects based on each procurement system, and these results were reflected in the process of the procurement system selection. It is concluded that PPSSM can enhance trust among the parties involved in the construction by emphasizing past performance.
