Abstract

The objective of this paper is to describe the application of a mathematical technique in the evolution of a new system of design cost control for public sector housing. The design standards and cost limits are determined on an objective basis by the use of a factor analysis technique. A research project was undertaken to test the hypothesis: ‘that from an analysis of the housing decisions made by the house buyers in the private sector a system of control could be divided for the standards in the public sector’. The evolution of a design control system from the information gained during the research is shown. The new factor balance system is demonstrated together with a simplified version to encourage the adoption of the system.
