Abstract

This dissertation investigates the pervasive issue of project delays within the New York City School Construction Authority (N. Y. C. S. C. A. ), offering a critical examination of the factors contributing to these delays alongside potential solutions and best practices through an extensive qualitative analysis incorporating case studies, archival data, and a review of historical documents, internal and external reports of N. Y. C. S. C. A. , academic research papers, legal documents, and more. Key findings reveal that project delays are primarily due to fifteen identified reasons: inefficient management, poor planning, scope creep, unforeseen problems, bureaucratic obstacles, political instability, budget constraints, legal issues, unengaged stakeholders, unqualified contractors, legacy issues, unrealistic bidding, labor issues, lack of transparency, and corruption conflicts. These factors create a complex land of challenges in managing large- public construction projects. The broader implications of this research extend to enhancing the efficiency of educational infrastructure projects, ensuring timely project completion, and fostering a safer, more conducive learning environment for students. This dissertation adds to the academic discourse in project management and proposes actionable recommendations for policy-makers and practitioners in educational infrastructure development. It underscores the importance of strategic planning, stakeholder collaboration, and regulatory agility in overcoming challenges endemic to large- scale public construction projects.
