Abstract

The complexity of projects and the rapid expansion in construction activities imposes high demands on resources, creating an environment that invites more risks and uncertainties to be borne by the construction industry. The construction industry worldwide is frequently confrontational and conflict prone, consequently, many projects suffer time and cost overruns and fail to deliver the promised performance. The new demands of the industry need a clear understanding and analysis of project risk factors which can be translated into innovative contract procurement strategies capable of delivering project success. This requires a better structured and coherent contract strategy decision making process which can be tailored to suit the objectives of particular projects. In this research the author has analyzed the impact of contract strategy on project success and proposed improvements to current practice. In particular he has developed a matrix based rating system which facilitates the selection of the optimal contract strategy for any particular project. The decision making process using the rating system enables the client and his project manager to select the optimal contract strategy for their project. As a result, risk is reduced at the most critical time in the project. The rating system combines qualitative and quantitative data in a mechanism which is highly visible to both parties so that trust is engendered in the matrix and the solution which it produces. It also provides continuing support to decision making during the course of the project as unexpected events arise. This enables both parties mutually to refine the contract strategy and to develop future options that suit the prevailing circumstances. A computer software program (CASPAR) was employed by the author to check the consistency of the rating system/model. The results indicated that the rating system should produce consistent outputs for decision support.
