Abstract

The Construction Industry in Saudi Arabia is the most important non-petroleum related economic activity in the country and is supported almost entirely by government contracts. However, due to the government's limited managerial and technical resources, little has been done to develop, organize, and control the industry. This paper addresses the major problem of the construction industry in Saudi Arabia, low construction productivity levels. A practical, comprehensive program is presented for improving productivity which is aimed at reducing the causes of low productivity. The program includes: (1) Regulations and Information, (2) Management, (3) Human Relations, and (4) Safety and the Work Environment. Also developed and presented are general guidelines for organizing and strengthening the construction industry in Saudi Arabia. These guidelines address both the short and long term needs of the industry. In developing the productivity improvement program and guidelines, the problems of the construction industry were defined through a detailed analysis of the unique characteristics of the construction industry in Saudi Arabia, and a field study of fourteen projects, using the work sampling technique to measure actual productivity levels.
