Abstract
This paper presents a simulation model of construction project delays. The model, called OVERSITE$\sp{\rm TM}$, responds to delays by increasing the application of construction resources (primarily labor) to remain on schedule. Tradeoffs between labor increases and schedule extensions may be analyzed. Because the model replicates both estimated and actual project costs, it can also be used to quantify the true costs of construction delays. The conclusions of the paper demonstrate that simulation models offer a valuable management tool in controlling project costs whenever delays are encountered. Further, simulation models provide an operational structure for organizing knowledge concerning construction processes.
