Abstract

The purpose of this study was to satisfy the need for a valid and reliable tool to assess the effectiveness of occupational safety and health systems. The instrument was designed to obtain information from all levels of workforce (field employees, supervisors, and middle managers). The developed survey instrument was designed to analyze the corporate safety and health climate and contained three processes: management process, organizational culture, and safety and health surveillance process. Furthermore, six measures were incorporated to assess the safety and health surveillance process: performance measurement, inspections, prioritizing target areas, safety and health goals, plan for controlling hazards, and implementation of corrective measures. The instrument also obtained demographic data as well as specific job characteristics data to predict employees experience of work related injuries. The content validity of the instrument was established by a panel of three expert judges. Field testing of the survey instrument was carried out in cooperation with the management and workers of the City of Cincinnati Department of Public Works. Four out of the six divisions of Public Works were selected to participate in the study, they are: highway maintenance, sanitation, traffic engineering, and facilities management. Pilot administration of the survey instrument was conducted on a sample of 15 Public Works employees. Information gathered during administration of the instrument to the pilot sample provided for minor modifications and refinement of the instrument. Data analysis of pilot sample scores revealed that the instrument was reliable (Cronbach's alpha =. 96). The pilot preliminary findings indicated that the survey instrument was a useful tool in collecting information regarding workers' perception of workplace promotion of safety and health. The instrument was then applied to the four divisions of Public Works to determine if there are differences in the level of perception of their workforce toward workplace safety and health promotion. Two hundred and fifty eight workers were selected to participate in the study. A total of 229 (88. 8%) instrument were collected of which 200 were complete in all pertinent areas. Three hypothesis were tested: (1) All four divisions' workforce (field employees, supervisors, and middle managers) have the same level of perception on each safety and health process/measure, (2) No relationship exists between employee accident rates and survey instrument outcome measures, (3) No relationship exists between field employees experience of a work-related injury and selected job characteristics (job pressure, safety consciousness on the job, job satisfaction, and years of employment). Statistical analysis and discussions were presented on all hypotheses and finally recommendations concerning future instrument development and operational use were given.
