Abstract

Poor performance of construction projects in developing countries can be attributed to the absence, understanding and application of risk management. However, the risk and uncertainty of construction projects in developing countries, particularly in Sub-Saharan Africa (e. g. , Nigeria), have been under-researched compared to countries elsewhere. Thus, this research aims to develop a project risk management framework to improve the management of construction projects in Nigeria. In accomplishing the research aim and objectives, this study adopts a combination of quantitative and qualitative stances using questionnaires and in-depth interviews with industry experts to unravel the complexities in construction project management from the angle of stakeholders in the construction industry in Nigeria. Forty risk factors were identified through a comprehensive literature review, and relevant management processes were considered. Forty-three questionnaire surveys were completed, and twelve interviews were conducted on completed and ongoing construction projects in Lagos and Abuja, Nigeria. The criticality of each risk was calculated to determine the topmost critical risk factors affecting the performance of construction projects in Nigeria, thus resulting in cost variability between the contract sum and the final account sum. In addition, critical and significant risks were compared to other risk factors, with a consequence on the performance of construction projects in Nigeria. Established findings from the literature reviews, the questionnaire survey and interviews with industry experts aided the development of a construction project risk management framework. As a result, pragmatic mitigation measures have been developed and evaluated for the most critical risks identified. To evaluate the framework, a semi-structured interview was conducted with 6 Nigerian construction experts involved in completed and ongoing construction projects in Lagos and Abuja, Nigeria. The evaluation feedback indicates that the developed framework is adaptable, cost-effective, and appropriate for developing countries, as it does not require cumbersome processes. Given these findings, this study contributes to the knowledge on the reduction of cost variability encountered on construction projects by making known significant risks causing cost variability and proffering mitigating suggestions visible. Furthermore, the research establishes a cost risk estimation model (CREM) that is meaningful, impactful, and user-friendly throughout the project life cycle.
