Abstract

This study assessed the knowledge, awareness, readiness to adopt, and some antecedents of the Value Engineering (VE) adoption in the Libyan Construction industry. This study uses a descriptive and causal research design and a quantitative research method. A four-stage Delphi method was used to refine the initial items obtained from the literature. The outcome of the Delphi method reduced the initial 83 items to 59 refined items. A simple random sampling technique was used to distribute 375 questionnaires containing the refined items. A total of 251 questionnaires were received, and 245 valid questionnaires, yielding a 65. 3% response rate, were used for the analysis. Descriptive analysis was used to achieve the first, second, and third objectives. PLS-SEM Structural equation modeling was used to achieve the fourth and fifth objectives. Regarding the first objective, the result shows that the awareness level of Value Engineering is high, based on 3. 54 mean scores. Regarding the second objective, the result shows that the level of Value of engineering knowledge is high based on 3. 68 mean scores. Regarding the third objective, it was found that the readiness to adopt Value Engineering practice is high, based on 4. 00 mean scores. Regarding the fourth objective, it was found that organizational innovativeness and government support will influence the adoption of Value Engineering. In addition, government support mediates the relationship between organizational innovativeness and Value Engineering, as well as between organizational resources and the adoption of Value Engineering in the Libyan construction industry. The model developed and its validation using PLS-SEM fulfilled the fifth and sixth objectives. This research has complemented the existing body of knowledge in the field of Value Engineering. For the successful adoption of Value Engineering in the Libyan construction industry, the government should support the adoption and promote organizational resources across the industry
