Abstract

The Architecture, Engineering, and Construction (AEC) industry is rapidly experiencing digital transformation towards adopting the Building Information Modeling as a tool to deliver products within the assigned time and budget. The result will be a significant change within the construction industry in the near future (Ray, 2012). However, the construction permitting authorities are still struggling to cope with the rapid shift of the industry. Several building authorities throughout the state of Florida and the U. S. have been working to streamline the permit process by transitioning to E-Permitting. The AEC community has applauded the new approach implemented by the authority having jurisdiction (AHJ) to reduce time and paperwork. Furthermore, significant pressure from different developers investing in the construction industry has been a challenge to the AHJ. This research is a part of ongoing efforts to reform the plan review process and enhance their efficiency in terms of reducing time, saving energy, and resources. The permit approval in the traditional plan review process is based on printed sets of drawings; it takes months to correct errors and resubmit of the drawings. However, the processing time has been reduced by 40 to 80% after streamlining and adopting information technology (IT) in the plan review process. Additionally, the ambiguity of building code texts, the lack of skilled plan examiners, internal conflict between building code officials, and the lack of internal coordination mechanisms among departments can delay the construction permit and add extra costs (Listokin & Hattis, 2005). This research aims to develop an auto or semi-automatic review process using Building Information Modeling (BIM) technology to enhance the design review process and building departments’ productivity throughout the state of Florida.
