Abstract
Competitiveness and quality management in civil construction industry is discussed with emphasis for the Brazilian local conditions. A methodology for development and implementation of quality management systems in small and médium size building companies is proposed. It is based on the experience of the author as an advisor for quality management systems implementation in several building companies. The methodology has a modular concept and it is for self-implementation by the companies. The twelve moduli provide the theoretical background and the practical guidelines for the companies to design and implement a quality management system. The proposal methodology applicability is confirmed through a cse-study with twelve companies that came out with recommendations and proposed for the improvement of the methodology. With the case-study was possible to identify the outputs and difficulties for the companies to implement the system due to technical and human behaviour factors. It is concluded that quality is a competitiveness factor for the building industry and the proposed methodology is suitable for small and médium size building companies, moreover its implementation has improved the administration of the companies and increased its competitiveness.
