Abstract
Regardless of the causes, climate change has awakened most nations to the risks to the economy, cities and populations. The impacts generated by urban centres on the environment are mainly due to the form of occupation and management of urban space, especially in one of the main landmarks of urban occupation, which are buildings. In buildings and the infrastructure necessary to maintain the dynamics and balance of the urban environment, such as water, energy and transport services, for example. The consumption of resources must be sustainable and tends to grow a lot until 2050 to maintain the current standards of quality of life. The habitability of buildings, the form of resource management from construction to final disposal after the occupation of buildings, must be the target of municipal legislation to minimize environmental impacts. All over the world, government initiatives, private organizations, international agreements and treaties induce the creation of public policies that make the relationship between society and the environment more sustainable. This research aims to highlight the importance of public policies and building legal requirements for urban sustainability, in all phases, design, construction, use, operation and renovation, analyzing them, as well as related environmental laws and initiatives of the city of Campinas- São Paulo - Brazil, such as the implementation of the S seal, comparing it to the LEED, AQUA, Procel Edifica and Azul da Caixa seals, for sustainable buildings, highlighting differentials, potentials and possible adjustments to be an example of a public initiative to induce sustainability in buildings. Three arguments are also highlighted for the concern of legislative and executive formulators: water consumption, energy sources, and population growth until the year 2050. At the end of the analysis, adjustments and periodic reviews of minimum standards are proposed and adopted in the building legislation analyzed to make buildings and urban areas more sustainable, from conception, within the aspects discussed, and to set an example, always subject to improvement and development, for initiatives in other cities and countries
