Abstract
This study aimed to develop a methodology for evaluating the environmental aspects of urban infrastructure activities in the pre-construction phase. The methodology of the study was in three phases: systematic literature review, elaboration of the environmental assessment method and application of the method. In the first phase, the concepts were investigated: sustainability and construction industry, environmental assessment methods, environmental management standards/regulations and methods for identifying causal factors. In the second phase, a method was developed to quantify ten environmental aspects using the criteria of duration and severity through a matrix operation. Based on the quantification of the severity criterion, another method was developed to identify the causes of environmental aspects. Finally, the third phase was destined to the application in three urban allotment projects as an example. The constructive activities are earthworks, rainwater drainage system, water supply system, electrical energy system, paving and curbing. The ten environmental aspects selected were based on their quantification capacity and with the possibility of occurrence in the real case. The environmental aspects were calculated using the severity criteria for ten environmental aspects in six construction activities, using formulas applicable specifically to each environmental aspect, transformed to a dimensionless scale and inserted in the matrix model. The earthwork had the greatest maximum scale environmental impact (five) in seven environmental aspects and greenhouse gas emissions concentrated the highest scores in projects A and C, was the second highest score in project B. The causative factors of environmental aspects were identified and divided into four categories: machines; materials; environmental methods and factors. The application of the methodology benefits engineers, construction companies and researchers in the fiel of sustainability and civil construction. For the first time, urban projects could be evaluated objectively based on a methodology for quantifying environmental aspects in the pre-construction phase.
