Abstract

Risks are present in people's daily lives and affect profound aspects of psychology, mathematics, statistics and history. Humankind has always lived with risks in a nonsystematized way and often attributing to the will of the gods the occurrence of events that affected their future. No construction project is risk-free and can be managed, but never ignored. Although there are several studies and articles published on risk management, there is still a lack of research and academic approach to advance in this topic, mainly works that reconcile Contingency Theory with risk management in construction. The present study was carried out to identify the most relevant factors that contribute to the formation of operational risk in building companies in our country in the light of the Contingency Theory. It is an unpublished work in Brazil carried out through an investigation using techniques of Joint Analysis used in questionnaires applied in a field study. The research basically took place in the following phases: (1) Bibliographic research to increase the knowledge about Operational Risk in the construction process and definition of the risk factors to be researched in the field; (2) Definition of risk events through interviews with experts and experts and validation of risk factors identified in the literature. Formatting the operational risk worksheet for a first phase of field research; (3) Definition of the risk event research worksheet to be used with the Joint Analysis technique after initial research; (4) Field research using the risk event worksheet based on the Joint Analysis (JA) technique and closed and open questions; (5) Review of JA results and closed and open questions; (6) Conclusion. It was possible to identify that the risks of accidents at work together with the risks of compliance with the budget cost are the most significant for small and medium-sized Brazilian companies. It was also found that operational risk prevention is not practiced in most of the construction companies. The interviews showed that most of the companies do not adopt a formal structure of risk control due to lack of legal requirement and lack of knowledge on the subject. As an example of an onion, which has several shells or layers, it was verified that the companies practice a kind of shielding to protect themselves from the risks by means of strategic, tactical and operational measures, in the light of Contingency Theory.
