Abstract

The accelerated urbanization of Brazilian cities caused , among numerous problems , generating a considerable amount of construction and demolition waste that are disposed irregularly in most municipalities ; thus necessary to make that public managers adopt measures to managed in accordance with current legislation in Brazil . Teresina , Piauí state, like most Brazilian cities , has not yet prepared its Plan of Waste Management of Construction and aiming to prove the need for the development and implementation of this Plan .This research was developed in order to contribute to the government with a proposal to implement a Preventive Management for managing the CDW in the East Side of the city of Teresina , aiming the proposing of a CDW management plan , based on appropriate technical procedures for the East Zone of the city , focusing on a preferential basis , the small generator , aspects related to engineering : location and definition of units of receipt; environmental education of the population and socio-economic aspects related to informal waste collectors . The relevance of this research is evident due to several factors such as the high volume of CDW deposited irregularly punctuating the entire city causing many environmental impacts, the duty of Local Authorities to respect and enforce the laws and resolutions related to the subject, need for population and transporters acquire a posture that can contribute to improving the quality of city life , and the importance of actions aimed at the reduction , reuse and recycling of CDW . These shares may be extended to the city as a whole and if implemented, will certainly contribute to improving the quality of life of the population of Teresina.
