Abstract
The construction of dams results in several impacts on the environment (physical, biological and anthropic), both upstream and downstream. It is common to understand that dams represent a type of undertaking that generates serious relief interventions at the time of construction (installation), through cuts, embankments, exploration of deposits of stone and earthen materials, opening of roads, soil sealing , removal of the vegetation cover and creation of new process dynamics and morphologies, and that the relief is one of the determining factors for the location of a dam and its reservoir. In order to start the construction of these major engineering works, it is necessary to resort to environmental licensing, with the consequent elaboration of the Environmental Impact Study (EIA). This thesis aims to present a methodological proposal for the geomorphological audit of dams EIAs, contemplating the stages of elaboration, analysis and environmental management, having as study areas two dams, located in the Southern Forest of Pernambuco State. The dams are located in different municipalities (Igarapeba in São Benedito do Sul and Serro Azul in Palmares), but in the same river basin (of the Una River), integrating the Flood Containment System of the Una River Basin, initiated by the Government of the state of Pernambuco. The work made use of the systemic method, having contemplated the bibliographical research, the survey and the documentary research of primary sources, fieldwork and laboratory analysis. The application of the proposed geomorphological audit of dam EIA demonstrated the wide possibility of its use, serving as a parameter for the technical analysis of the licensing environmental agency, contemplating the three steps (planning, installation and operation), allowing to confront what was written in EIA and what is actually observed on the spot and in the technical-scientific literature. In the application of the audit focused on the environmental management of the enterprise, it is essential to evaluate the implementation of the recommendations and conditions for the installation and operation phases. The use of environmental auditing as a facilitating instrument for the monitoring of geomorphological impacts, the implementation of mitigation measures and monitoring programs, present in a given dam Environmental Impact Study, is fundamental for the improvement of environmental licensing and the optimization of environmental management. , especially when it is a public work, as are the two cases analyzed in this work.
