Abstract

Civil construction is considered an industry of economic, environmental and social importance to society. However, it is considered a sector that causes negative impacts on the environment and that has a difficulty in relation to the integration of stakeholders in the projects. In this sense, studies are seeking to generate improvements for the construction industry, through the involvement of stakeholders, in order to achieve project success, addressing issues of sustainability requirements. However, no studies were found that present guidelines for sustainable progress for stakeholders, since they provide support to society, in order to meet their needs during the life cycle of the enterprise. Thus, this research presents its originality in the area, as it aims to propose a system for the development of sustainability guidelines for stakeholders in the management of public projects, in order to support the bidding process. Therefore, this work carried out a systematic literature review (SLR) in the area in the last 20 years, which resulted in 105 articles. It was revealed that the main stakeholders are government and owners, however environmental agencies are not significantly present in the studies. The public-private partnership model was the most discussed and the greatest difficulty in implementing sustainable projects is related to environmental and social issues. Given this context, the systematic proposal in four phases was elaborated and applied. The first stage consisted of identifying the stakeholders and their respective categories of complexity, as it aimed to delimit those involved in the project, aiming to achieve efficiency in its management and decisions. The second stage, sustainability requirements, aimed to survey the values perceived by stakeholders in the environmental, economic and social spheres. The third stage analyzed and integrated the previous stages through Social Network Analysis (SAR), which classified and prioritized the stakeholders and their respective sustainability requirements, helping to develop the last stage. Finally, the fourth phase aimed at preparing the guidance plan, which provided sustainability guidelines. Therefore, it was possible to validate the systematics, through two applications, in the State of Alagoas and in the State of Piauí. According to the perception of sustainability, each application showed different guidelines, but it was possible to show that specialists in management, governments, civil society and environmental authorities are considered the most relevant in public works, representing about 58% in each application. However, stakeholders linked to research institutions have little influence on construction decisions, representing less than 10%. Regarding the sustainability requirements, it was shown that energy efficiency, reduction of the environmental burden, reduction of polluting gases, cost benefits, comfort, well-being and political values were considered the most influential for civil society in the public enterprise. However, the social requirement related to the resocialization action was evaluated as the most critical, requiring political actions for its involvement in the projects. Finally, the work showed that the systematic proposal can be adequate in the context of public projects, providing a new initiative in the management of stakeholders and sustainability for the bidding process.
