Abstract

As the demand for green stormwater infrastructure increases due to regulatory mandates, devising novel strategies that enable sustainable construction and maintenance of the requisite assets becomes paramount. A major limitation, as identified in the existing literature, is the limited workforce and lack of active community participation in the project delivery process, which impedes their long-term sustainability. This dissertation addressed this gap by conducting three studies presented as independent chapters in addition to an extensive literature review. Adopting a triangular methodological approach, the studies collectively provide insights into the success, challenges, and opportunities of a novel community-based public-private partnership model for green stormwater infrastructure construction and maintenance. The findings show that adopting a dynamic organizational structure, defining equity-driven objectives, and adopting flexible management mechanisms improves the performance of projects. In addition, establishing mentoring programs to develop the capacity of local contractors presents the opportunity to grow the requisite workforce that would ensure the long-term functionality of installed assets. In the long term, green infrastructure implementation derived associated tipple bottom-line benefits, including urban heat reduction, improved air quality, and provision of green job opportunities. Overall, this dissertation contributes to theory and practice by setting the precedence for academic efforts that empirically assess the novel community-based public-private partnership model for green stormwater infrastructure implementation, particularly adopting equity-driven strategies to build the requisite workforce for the construction and maintenance of assets. It is recommended that future studies build on the limitations of these studies to proffer more valuable perspectives and empirical assessments of the novel model.
