Abstract
This study explored the $20 billion phenomenon of offshore procurement by the Australian building industry, to ascertain if offshore procurement can improve the profitability of the industry and create conditions that can lead to competition and sustained competitive advantage. The study found that the resources and capabilities developed by the study cohort were heterogeneously distributed, leading to a maturity model where the greater the maturity level, the greater the likelihood of competitive advantage. These capabilities also created a time and cost barrier to entry into the multi-story high-rise building market and can lead to gaining and sustaining competitive advantage.
