Abstract

A multi-objective travel network planning model for post-earthquake inspections is developed in this study to address the limitations of current ad hoc bridge inspection practices. The multiple objective symbiotic organisms search (MOSOS) algorithm and travel network plan integrated into this model help create an advanced and practical decision-making tool for post-earthquake response decision-makers. This study is the first to integrate the three factors of probability of bridge crossing failure, travel time, and bridge importance in the design of multiple route network layers, enhancing the realism and robustness of the model. The outcome of the developed model is Pareto fronts that reflect different combinations of factors, with Pareto dominance used to determine the optimal routes. The feasibility and practicality of the model and algorithms are validated using ad hoc bridge inspections in Taiwan as a test case. The results of this real-world experiment support the feasibility and effectiveness of the developed model in terms of enhancing post-disaster bridge inspection and repair work efficiency.
