Abstract
The culmination of several decades of safety program development within the U.S. Army has resulted in the establishment of the Army Safety and Occupational Health Management System (ASOHMS), an initiative designed to standardize and enhance safety practices across all command levels. This research is the first of its kind to assess the impact of ASOHMS. This case study was conducted in 2024 and retrospectively investigated employee and contractor accident rates throughout a USACE District's implementation of ASOHMS. Data was utilized to calculate five safety performance indices. Analyses were conducted through descriptive statistics and correlation testing. A descriptive analysis found general decreases among contractor accident rates over the implementation period and significant decreases from the first to last year of implementation. Moderate correlations were found between ASOHMS implementation progress and Accident Frequency Rate as well as ASOHMS and Total Recordable Incident Rate. When rolling averages were applied, all correlations were found to be statistically significant with strong or moderate relationships. The results demonstrate that increased ASOHMS implementation progress is moderately correlated with a decrease in total accident rates among contractors, suggesting that ASOHMS has potential to substantially improve safety outcomes.
