Abstract
Urban construction and demolition waste (CDW) governance involves resource recycling, environmental protection, and multi-stakeholder collaboration. In China, it faces challenges such as fragmented governance, inadequate policy adaptability, and misaligned stakeholder objectives. To clarify responsibilities and improve governance efficiency, this study adopts the SFIC (Starting Conditions, Facilitative Leadership, Institutional Design, and Collaborative Process) model to explore the driving mechanisms and pathways of multi-actor collaboration, proposing hypotheses on its influence on governance outcomes. A mixed-methods approach combining structural equation modeling (SEM) and fuzzy-set qualitative comparative analysis (fsQCA) was employed. SEM tested the theoretical model, while fsQCA examined combinatory effects among factors. Key findings include: (1) Starting conditions and institutional design significantly enhance the collaborative process, while facilitative leadership has a positive but insignificant effect; (2) All SFIC factors positively influence collaborative outcomes; (3) The collaborative process mediates the effects of starting conditions and institutional design on outcomes. This study enriches CDW collaborative governance theory and provides a basis for policy-making.
