Abstract

The construction industry is in need of change to meet the needs for a more sustainable built environment. For this change to happen, public clients are suggested to play an important role (Blayse & Manley, 2004; Wong et al 2011). It is argued that the implementation of new technology such as Building Information Modelling (BIM) will enhance innovation and change in the construction industry and that public clients are vital in this process (Porwal and Hewage 2013).This study is based on a longitudinal case study of a large public client in the infrastructure sector. In particular, the focus is on the implementation of BIM at this public client. This implementation initiative serves as an empirical example of a technology driven change process that serves to increase innovation. The purpose is to problematize the public client´s role as driver for change and innovation in the built environment by applying the lens of sociology of translation (Callon 1984).
