Abstract

The Energy Efficient Scotland Programme is the Scottish Government’s flagship programme for improving the energy efficiency of every building in Scotland. This Programme represents an unprecedented effort to retrofit the entire Scottish building stock, but mixed-use urban buildings offer a particular challenge. Energy Efficient Scotland will run over the next 15-20 years and its delivery is critical for achieving ambitious targets to reduce emissions by 23% and 53% from domestic and non-domestic buildings, respectively, by 2032. Led by Local Authorities, the Programme’s success relies on the adequate development of supply chains to perform this work.Despite this, the emergence of Local Authority-coordinated supply chains for national scale energy retrofitting has not yet been investigated. Contract procurement and goal delivery require the coordination of networked actors across private, public, and civic sectors. These different groups are critical for retrofit delivery; however, the contractual relationships, accountability, and quality assurance processes in place for energy retrofitting are currently unknown. This is problematic for understanding where expertise lies for managing and performing complex retrofit, and how public and private funds are used to deliver this. Further, understanding of these supply chains is essential for monitoring progress towards Scottish Government’s ambitions for inclusive and fair economic growth. This incorporates the development of potentially differentiated local supply chains and inclusion of Small and Medium Enterprises and local tradespeople in construction works.Consequently, this paper will present the results of a Social Network Analysis which focuses on the formation of sub-contracting chains in urban retrofit projects led by one case study Local Authority. This, combined with qualitative interview data, will explore the types of organisation present in emerging supply chains and their relationships. This will provide critical understandings for improving contract management, quality assurance, and accountability measures, which are essential for successful and timely national-scale energy retrofit.
