Abstract

Climate change is one of the biggest challenges, calling for a forward-thinking response from national authorities to regions, cities, businesses, and individuals. The building industry has a pivotal role in alleviating climate change effects. Enhancing the carbon performance of new and existing buildings will contribute to reducing further environmental impacts. However, as the majority of the current building stock is existing buildings, which will still be in use in the future, building refurbishment towards a net-zero carbon target is a crucial component in the mitigation of climate change. Studies on zero carbon refurbishment (ZCR) for existing buildings over the past two decades have provided important information on technical aspects of ZCBs. Up to now, far too little attention has been paid to other aspects, for example, the involvement of stakeholders and end-users in the refurbishment process. Particularly, there is a lack of simple and holistic tools that can assist building professionals when addressing zero-carbon decision problems. The purpose of this research is to examine the current decision support tools for building refurbishment by conducting a critical review. The study provides perspectives on the lessons learned for the future development of ZCR decision support tools such as the application of Value-Focused Thinking (VFT) in the goal-setting module, the inclusion of refurbishment strategies throughout the process, the involvement of project stakeholders and end-users in the process of choosing refurbishment actions and the potential integration of incentive schemes to take up zero carbon approaches. A conceptual framework is proposed for future ZCR decision support tools. The insights gained from this study may be of assistance to better support the building sector to develop and deliver ZCR projects
